The European Commission has officially proposed integrating Ukraine into the European Union’s roaming zone starting January 1, 2026. This would allow Ukrainians to use their mobile numbers for calls, text messages, and mobile internet in all 27 EU member states without additional charges, reports Baltimore Chronicle with reference to European Pravda.
If implemented, the same benefits will be extended to EU citizens traveling within Ukraine — they will also be able to use their mobile services at domestic rates.
European Commission President Ursula von der Leyen commented on the proposal, emphasizing the importance of keeping Ukrainian citizens connected with their loved ones both within the EU and at home. She stated that the inclusion of Ukraine in the EU’s roaming family is another demonstration of the EU’s unwavering support for Ukraine and its people.
The practical implication of this move means that Ukrainian travelers in the EU and EU citizens in Ukraine will be able to use their mobile phones under the pricing plans of their home operators, with no extra roaming fees.
The changes will cover calls, SMS, and mobile internet usage. The quality of the connection and internet speed will remain equivalent to domestic service, and access to emergency services will remain free of charge.
Additionally, the current agreement between Ukrainian and EU telecom operators will be extended until December 31, 2025. This will ensure a continued framework of favorable conditions for both sides until Ukraine’s official inclusion in the EU roaming zone.
The European Commission has submitted its proposal to the Council of the EU. If approved, Ukraine will formally join the EU’s roaming area on January 1, 2026. This timeline allows mobile operators on both sides to complete the necessary technical preparations.
